The National Cohesion and Integration Commission (NCIC) has launched investigations into Nyeri Governor Mutahi Kahiga over remarks he made about the death of opposition leader Raila Odinga, saying his comments were reckless and risked fuelling ethnic tension.
Kahiga, speaking during a funeral in Kieni on Monday, October 21, described Odinga’s death as “God’s plan” or “divine intervention,” implying it would help the Mount Kenya region regain access to State resources.
“You guys can see what had been planned, but God brought something up. Now it’s total confusion. We did not harbour hate for anyone, but God came through for us,” said Kahiga during the service.
His remarks drew sharp criticism from Kenyans who viewed them as insensitive and inflammatory during a period of national mourning.
NCIC Chairperson Samuel Kobia condemned the comments, calling them “reckless,” “provocative,” and “deeply hurtful.” He said the commission had received a formal complaint and had summoned Kahiga to record a statement.
“The careless and provocative nature of the governor’s remarks flies in the face of the expectations of responsible leadership,” said Kobia.
Kobia urged Kahiga to issue a public apology, warning that his words could undermine peace and unity at a time when Kenyans were still grieving Odinga’s passing.
The Council of Governors (CoG) also distanced itself from the governor’s comments and later accepted his resignation as vice chair.
A separate video later emerged showing Kahiga mourning Odinga’s death and saying, “Kenya lost,” which deepened confusion over his position.
Odinga, who died on October 15 in India while receiving treatment, was aged 80.
The former Prime Minister and five-time presidential contender shaped Kenya’s political and democratic landscape for more than four decades.
Kobia said the NCIC would continue to hold leaders accountable for inflammatory speech and reminded them of their duty to promote national unity and cohesion.
